Voter Registration Information
County Clerk's office hours for voter registration:
8:00 A.M. - 4:00 P.M. Monday through Friday.
The office is open extra hours 9 a.m. to noon on the Saturday prior to voter registration closing and prior to in-person absentee voting closing before each election.
Requirements to register to vote:
You must be a citizen of the United States.
You must be 18 years of age on or before the date of the next election.
You must reside in your precinct for at least 30 days prior to an election.
Identification required:
Two forms of identification are required showing your name, one must show your permanent residence, such as driver's license, hunting or fishing license, library card, student identification, copy of a lease or rent receipt showing your address, or any piece of mail delivered to you at your residence.

Note: When registering by mail you must vote in person the first time either at your precinct polling place or by casting an absentee ballot in person in the County Clerk's Office.
When to register to vote by mail:
Registration is open year round except:
-- During the 27-day period just prior to an election.
-- During the 2 days after such election except in Chicago where it is 1 day.
When to re-register:
You do not need to re-register unless you:
-- Move to a different county
-- Change your name
Change of address:
If you have moved from one address in Montgomery County to another address within the county you need to notify the County Clerk's Office of your new address in writing, even if it is just a short distance away. There are several ways to do this.
-- Fill out and sign the change of address on the back of your voter registration
card and mail that in.
-- Come into the office and fill out and sign an address change form.
-- Take a plain piece of paper and put down your old address, new address,
phone number, and your written signature.

We can accept address changes year round except during the 28-day period just prior to an election and for the 2 days after such election.
Early Voting Information
Early voting may be done by any voter, with no reason needed, and is conducted from the 22nd day preceding an election through the 5th day before Election Day. Early voting is conducted at the County Clerk's offce in the Historic Courthouse in Hillsboro.
Absentee Voting Information
Absentee voting may be done by individuals who are unable to make it to the polling place on the day of election, yet still wish to exercise their right to vote.
Absentee voting may be done in 2 different ways.
1. You may request an absentee ballot through the mail.
2. You may come into the County Clerk's Office and vote absentee here.
Acceptable Reasons For Voting Absentee
I expect to be absent from my county of residence.
I expect to be temporarily absent from the United States.
I shall be serving as an Election Judge in a precinct which is not my precinct of residence.
I shall be observing a religious holiday.
I shall be performing official election duties for an Election Authority.
I shall be performing law enforcement duties.
I am physically incapacitated.
I am temporarily abiding outside of Montgomery County due to the fact I am a student attending an institution of higher education.
I am confined in jail pending acquittal or conviction of a crime.
I have been called for Jury Duty on said day.
I am permanently disabled and reside in a Health Care Facility.
I am in the United States Military serving active duty and expect to be absent from the county of residence.
Requesting an Application for Absentee Ballot by Mail
You may request an application for absentee ballot by mail by calling the County Clerk's Office at (217) 532-9530.

NOTE: The following information is needed when requesting an application for absentee ballot. We need to know your full name, your voter registration address and the address where you need the application and ballot sent.
The application for absentee ballot must be returned to us via mail or in person by the person whose name appears on the application. We cannot accept this application if it is returned by anyone other than the person whose name appears on the application.
Stopping by the County Clerk's Office to Vote Absentee
You may stop by our office located on the first floor of the Historic Courthouse in Hillsboro between the hours of 8:00 A.M. and 4:00 P.M. We are open Monday through Friday and closed on holidays.
You do not need to bring anything with you as long as you are a registered voter in our county and have not moved from the address that you registered from or changed your name.
Military and Overseas Voters
If you are in the military or overseas the best way for you to request an absentee ballot is to send us an FPCA form. The FPCA form is a red and white form that serves as a request for absentee ballot. If you are in the military you can ask your commanding officer for the form. If you are overseas you may request a FPCA form from the U.S. Embassy or Consulate. If you are unable to obtain the FPCA form please notify our office as soon as you can so we can mail you an application for absentee voting.

Important Notes
The first day to receive an application for absentee ballot through the mail or to vote in person at the County Clerk's Office is approximately 40 days prior to the election. If you are not sure if absentee voting is under way, please call our office at (217) 532-9530.
First time voters who have registered to vote by mail must vote in person, either in person absentee voting (at the County Clerk's Office), as a hospitalized or nursing home voter, or at the precinct polling place.
The last day that absentee ballots may be mailed out is 5 days prior to the election. This is also the last day that we may receive an application by mail from anyone who has requested an absentee ballot.

On-Site Voting Schedule & Voting Term Definitions
In Person Absentee Voting - Applicants must qualify under sate law and state reason for absentee voting. (Expects to be out of town on Election Day, college student, physically incapacitated, etc.) Voters will vote on optical scan ballots that will be sealed and processed in the voter’s home precinct by election judges on Election Day.
Early Voting – Any voter may vote without excuse or reason, and must present a valid photo ID showing their voter registration address. Voters will vote on optical scan ballots that will be sealed and processed in the voters’ home precinct by election judges on Election Day.
Grace Period Registration & Voting – Any voter who failed to register or update voter registration information (such as change of name or address) may do so only at the County Clerk’s office during the Grace Period Registration period. After updating voter registration information, voter will vote on optical scan ballots in County Clerk’s office.
Nursing Home In-Person Absentee Voting – Will be conducted on-site at approved participating facilities. Voters will vote on optical scan ballots delivered to applicants by a team of election judges who will return the sealed ballots. Ballots will be delivered to the proper precincts to be processed after the polls close on Election Day.
Mail-Out Absentee Voting – Mailing ballots will be sent to applicants who qualify under state law and state their reason for voting absentee. Mail-out ballots will be sent to applicants on the same business day an application is received. (See the election calendar for specific dates.) Voters will vote on optical scan ballots. Ballots received by or on Election Day will be delivered to the proper precincts to be processed by Election Judges after the polls close on Election Day. Ballots received after a certain date will be processed and tabulated in the County Clerk’s office. (See the election calendar for specific dates.)
Provisional Voting – Voters who appear at their precincts’ polling place but who are rejected because of a challenge, because their name does not appear on the precinct rolls or other qualifying criteria may vote provisionally. Voters may vote their usual ballot, complete a special application and seal both inside a secure envelope. The sealed ballot is not counted on Election Day, buy delivered to the County Clerk. Provisional voters have the opportunity to submit additional information to the County Clerk to verify registration status until a certain date. (See the election calendar for specific dates.) After this date, the County Clerk will determine whether each sealed ballot shall be opened and counted or rejected. Ballots to be counted will be unsealed and tabulated on or before election day.
